Flashing images in signatures or profile images

Is there a setting for this? I've seen a couple images with bright, flashing, images. I know Homestuck is full of them, but it can be sort of intense to scroll past a strobing effect regardless. If possible, I would find it helpful to be able to pause gifs in the settings. Alternatively, I think that it could be helpful for a flashing image warning to be included somewhere in the site.
