Jack Noir haven't been a major player since Act 5. Even in Act 6 his role was subordinate to English and in the end he was just a relatively minor boss fight among many. So I don't think you can really say he will be "sidelined for Dirk" as much as he will keep his role as a minor antagonist. The surprise will be if he actually take the spotlight again.
